Abstract: The author constructed a Framework of Reference to be a common language and structure for describing concepts, methods and tools which are needed in the development of organizational information systems. The Framework consists of both ER type models and Petri net type process models. The author investigated the existing methods and tools. In the synthesis, a SESAM database was founded which includes descriptions of concepts, methods and tools, and a DSS called OISEAU to support the selection of useful methods and tools in the project for the development or organizational information systems.
